The Legislative Assembly of Himachal Pradesh passed an Act on July 22, 1970, establishing the public state institution Himachal Pradesh University. It is the only residential, multi-faculty university in the State that is affiliated and provides formal as well as distance education to tribal, urban, and rural communities. It is fully financed by the Himachal Pradesh government and the University Grants Commission. The University headquarter is located at Summer Hill. There are 13 faculties in total at the university, and 11 of them are made up of 52 departments, 5 centers, and institutes, and 132 academic programs. The colleges and institutions affiliated with the university also offer these programs.
While other departments were established in succeeding years, the university's law school was established in the same year as the university's inception. A playground, a post office, a bank, an ATM, computer cafes, restaurants, and stores are all located on the university's campus. It is well connected by road and rail and has a fleet of buses. For the development of its academic programs and infrastructure, the University has recently signed 28 active memorandums of understanding (MOUs). A total of thirteen Memorandums of Understanding (MoUs) have been signed by the Department of Biotechnology with the Central Research Institute in Kasauli, the CPRI in Shimla, Deakin University in Australia, Quantum Papers Ltd. in Punjab, and Advantage Organics Natural Technology, and so on. The goal of MoUs' is to foster academic collaboration and to carry out joint research and extension initiatives in newly developing fields of shared interest.

Admission to Himachal Pradesh University is based on both merit and the entrance exam. Admission to the UG program is merit-based. However, entrance exams such as HPU CET/JEE/NEET are required for some courses. Admission to postgraduate courses is entrance based. The fee structure for each course varies according to the course and level of study chosen. The fee structure includes tuition fees, examination fees, registration fees, and other miscellaneous charges. The University offers scholarships to its students. Students from minority, OBC, socially backward general categories, and differently-abled students are eligible to receive scholarships under certain criteria.
