In November 1973, Hemvati Nandan Bahuguna Garhwal was established as a State University. On January 15, 2009, a Parliamentary Act changed the institution to Central University. The University is a residential cum-affiliating institution of higher education located in Uttarakhand's Garhwal area. The University is spread across three campuses: the Birla Campus in Srinagar Garhwal, which includes an extension at the Chauras Campus, the B. Gopal Reddy (BGR) Campus in Pauri, and the Swami Ram Teerth (SRT) Campus in Badshahithaul, Tehri. 121 colleges and institutes are also affiliated with it.
Undergraduate, graduate, and research programs are available on university campuses in several different fields. The university has included several regionally relevant courses that are more important for the mountainous areas, in addition to traditional courses under various streams of study.

Admission to the various courses provided by the University will be granted based on the applicant's performance in the entrance exam held for that purpose, the counseling session held following the announcement of the results of the various common admission tests/examinations, such as JEE Main, MAT/CMAT, or the relative merit of the various applicants. Across 16 streams, 11 schools, 47 departments, and 2 centers (Agriculture and Allied Sciences, Commerce, Earth Science, Arts, Communication and Languages, Law), HNBGU offers 756 UG, PG, diploma, and Ph.D. programs. The even semester starts in January, the odd semester starts in August. For UG courses, the university follows a Choice Based Credit System (CBCS).

The university provides hostel facilities separately to boys and girls. All total there are 7 boys hostels and 8 girls hostels. Cultural events like plays, debates, art competitions, and folk songs and dances have been regularly scheduled at the hostels. All of these events were planned in the hostels of different colleges.
